To join Language Expansion (Beta), simply:

Go to the Localization tab
Click on Language tab
A pop-up will appear as in the screenshot below, click Join beta now. Then, after you’ve enabled translations for your first 20 languages, the 21st language and beyond will automatically enter the beta phase, allowing you to edit translations for those languages.
